H.B. 2391 (passed the House 117-84) would let mortgage lenders offer investors better terms if they accept prepayment penalties, while barring such penalties on primary residences and second homes. H.B. 2180 would let the county hosting a closed state prison receive up to 2% of the property for affordable housing.
