Proposal 2026-1: Call a constitutional convention
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?
Charlevoix Public Schools: operating millage restoration
This proposal will allow the school district to levy the statutory rate of not to exceed 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance.Shall the limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Charlevoix Public Schools, Charlevoix and Antrim Counties, Michigan, be increased by 3 mills ($3.00 on each $1,000 of taxable valuation) for a period of 2 years, 2027 and 2028, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and 0.1981 mill is levied in 2027 is approximately $145,463 (this millage is to restore millage lost as a result of the reduction required by the Michigan Constitution of 1963 and will be levied only to the extent necessary to restore that reduction)?

Lake Charlevoix EMS Authority: ambulance operating millage
This proposal will permit the Authority to levy up to 1.75 mills, which would replace the 1.9239 mills authorized in August 2026 by the members of the Authority excluding Bay Township (that joined the Authority after the August election) for the purpose of providing funds for operating, equipping, and maintaining ambulance services within the territorial limits of the Authority for the years 2026-2028, inclusive. This question, if passed, would direct the collection of the above-referenced millage rate in the Authority jurisdictions eligible for tax levies, including newly admitted Bay Township. If not passed, the August 2026 millage will remain in effect. Shall the previous voted tax increase as authorized by Act 57 of 1988 of 1.9239 mills ($1.9239 per $1,000 of taxable value) on all taxable property within the prior territorial limits of the Lake Charlevoix Emergency Medical Service Authority (Hayes Township, Charlevoix Township, Marion Township, Norwood Township, and the City of Charlevoix, Charlevoix County, Michigan) be renewed and amended to levy a reduced up to 1.75 mills ($1.75 per $1,000 of taxable value) on all taxable value within the current territorial limits of the Authority (the jurisdictions above with the addition of Bay Township) for the same three (3) years, 2026 through 2028 inclusive, for the same purpose of providing funds for operating, equipping, and maintaining ambulance services within the territorial limits of the Authority, raising an estimated $2,430,179 in the first year the millage is levied?
Marion Township: road millage
This millage will allow Marion Township to levy up to 1.5 mills ($1.50 per $1,000.00) to provide funds for road-related capital improvements and maintenance activities. Shall Marion Township, Charlevoix County, Michigan, be authorized to levy an additional tax up to1.5 mills ($1.50 per $1,000 of taxable value) for a period of three (3) years, beginning with the 2026 tax levy and continuing through the 2028 tax levy, inclusive, for the purpose of providing funds for the construction, reconstruction, repair, resurfacing, preservation, maintenance, paving, graveling, engineering, drainage improvements, culvert replacement, shoulder improvements, signage, traffic control devices, rights-of-way improvements, and other lawful improvements to public roads located within or serving Marion Township? It is estimated that 1.5 mills would raise approximately $203,789.89 in the first year the millage is levied (2026).
