Proposal 2026-1: Call a constitutional convention
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?
St. James Township: fire protection millage renewal
This proposal reestablishes the 1.0 mills for fire protection, which was previously approved by the electors and expired after the December 2025 levy. Specifically, the proposal renews the previously authorized 0.9634 mills and restores the 0.0366 mills rolled back by the Headlee Amendment. “Shall the previous voted increase in the tax limitations imposed under Article IX, Sec 6 of the Michigan Constitution in St. James Township of 1.0 mills ($1.00 per $1,000 of taxable value), reduced to 0.9634 mills ($0.9634 per $1,000 of taxable value) by the required millage rollbacks, be renewed at and increased up to the original voted 1.0 mills ($1.00 per $1,000 of taxable value) and levied for four (4) years, 2026 through 2029 inclusive, for the purpose of providing funds for fire protection, which 1.0 mills will raise an estimated $67,993 in the first year the millage is levied?”
St. James Township: road millage renewal at a lower rate
This proposal renews a millage for street and road construction and maintenance, previously approved by the electors that expired after the December 2025 levy. The original millage was 2.0 mills, reduced to 1.9268 mills by required rollbacks. This proposal renews the previously authorized millage, but only up to 1.2500 mills, not the original 2.0 mills. “Shall the previous voted increase in the tax limitations imposed under Article IX, Sec 6 of the Michigan Constitution in St. James Township, of 2.0 mills ($2.00 per $1,000 of taxable value), reduced to 1.9268 mills ($1.9268 per $1,000 of taxable value) by the required millage rollbacks, be renewed at up to 1.2500 mills ($1.25 per $1,000 of taxable value) and levied for four years, 2026 through 2029 inclusive, for the purpose of providing funds for road construction and maintenance, which 1.2500 mills will raise an estimated $84,991 in the first year the millage is levied?”
St. James Township: medical center millage renewal
This proposal renews the 2.0 mill island medical center millage previously approved by the electors that expired after the December 2025 levy. Specifically, the proposal renews the previously authorized 1.9268 mills and restores the 0.0732 mills rolled back by the Headlee Amendment. “Shall the previous voted increase in the tax limitations imposed under Article IX, Sec 6 of the Michigan Constitution in St. James Township of 2.0 mills ($2.00 per $1,000 of taxable value), reduced to 1.9268 mills ($1.9268 per $1,000 of taxable value) by the required millage rollbacks, be renewed at and increased up to the original voted 2.0 mills ($2.00 per $1,000 of taxable value) and levied for four (4) years, 2026 through 2029 inclusive, for the purpose of providing funds for the operation of Beaver Island’s medical center, which 2.0 mills will raise an estimated $135,986 in the first year the millage is levied?”
St. James Township: medical center millage increase
This proposal provides an additional 0.5 mills for operation of Beaver Island’s medical center. “Shall St. James Township impose an increase of up to 0.5 mills ($0.50 per $1,000 of taxable value) in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution and levy it for four (4) years, 2026 through 2029 inclusive, for the purpose of providing funds for the operation of Beaver Island’s medical center, which 0.5-mill increase will raise an estimated $33,996 in the first year the millage is levied?”
St. James Township: historical society millage increase
The Township currently levies 0.2457 mills (originally 0.25 mills, rolled back by the Headlee Amendment) to support the Beaver Island Historical Society. This proposal would authorize an additional 0.2543 mills, bringing the total levy for the Historical Society to 0.5 mills. “Shall St. James Township impose an increase of up to 0.2543 mills ($0.2543 per $1,000 of taxable value) in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution and levy it for two (2) years, 2026 through 2027 inclusive, for the purpose of providing funds for the Beaver Island Historical Society, which 0.2543-mills increase will raise an estimated $17,290 in the first year the millage is levied?”
