Proposal 2026-1: Call a constitutional convention
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?
Comstock Public Schools bond proposal ($23.7 million)
Shall Comstock Public Schools, Kalamazoo County, Michigan, borrow the sum of not to exceed Twenty-Three Million Seven Hundred Thousand Dollars ($23,700,000) and issue its general obligation unlimited tax bonds therefor, in one or more series, for the purpose of: erecting, completing and remodeling school buildings, facilities and additions to school buildings and facilities, including school safety and security improvements; equipping, re-equipping, furnishing and refurnishing school buildings and facilities; purchasing school buses; acquiring, installing, equipping and re-equipping school buildings for instructional technology; and preparing, developing, improving and equipping athletic fields, play fields, playgrounds, structures, facilities and sites? The following is for informational purposes only: The estimated millage that will be levied for the proposed bonds in 2027 is 0.43 mill ($0.43 on each $1,000 of taxable valuation) for a 0.00 mill net increase over the prior year’s levy. The maximum number of years the bonds of any series may be outstanding, exclusive of any refunding, is thirty (30) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 1.23 mills ($1.23 on each $1,000 of taxable valuation). (Pursuant to State law, expenditure of bond proceeds must be audited and the proceeds cannot be used for repair or maintenance costs, teacher, administrator or employee salaries, or other operating expenses.)

Parchment School District bond proposal ($41 million)
Shall Parchment School District, Kalamazoo County, Michigan, borrow the sum of not to exceed Forty-One Million Dollars ($41,000,000) and issue its general obligation unlimited tax bonds therefor, in one or more series, for the purpose of:erecting, furnishing, and equipping additions to school buildings; remodeling, furnishing and refurnishing, and equipping and re-equipping school buildings and facilities; acquiring and installing instructional technology; and preparing, developing, improving, and equipping playgrounds and sites? The following is for informational purposes only: The estimated millage that will be levied for the proposed bonds in 2027, under current law, is 3.95 mills ($3.95 on each $1,000 of taxable valuation). The maximum number of years the bonds of any series may be outstanding, exclusive of any refunding, is thirty (30) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 5.51 mills ($5.51 on each $1,000 of taxable valuation). The school district does not expect to borrow from the State to pay debt service on the bonds but expects estimated additional interest attributable to the bonds to be $1,776,248. The total amount of qualified bonds currently outstanding is $15,280,000. The total amount of qualified loans currently outstanding is approximately $10,192,942. The estimated computed millage rate may change based on changes in certain circumstances. City of Kalamazoo: healthcare action committee (charter amendment)
A proposal to amend the Kalamazoo City Charter to establish a Citizens’ Advisory Healthcare Action Committee appointed by the City Commission to address healthcare affordability and access. The Committee would gather public testimony from the community; analyze data; review how federal, state, and local policies have affected healthcare affordability and access; and produce a biennial Healthcare Action Plan. The Healthcare Action Plan must evaluate changes in health insurance and benefit coverage, track actions of federal and state officials, and recommend solutions. The City Commission must adopt and publish a Healthcare Action Plan. Shall this proposal be adopted?
