Proposal 2026-1: Call a constitutional convention
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?
Macomb County: veterans' services millage renewal
If approved, this proposal will levy for four (4) years, 2027, 2028, 2029 and 2030, 0.0690 mills by Macomb County that expires in 2026. This will continue funding the financial aid and services for Macomb County veterans and support the administration of the Macomb County Department of Veteran Affairs and Macomb County Veteran Affairs Commission. Shall the 0.0690 millage be renewed and restore the remaining 0.0017 mills that was reduced due to required rollback, for a total authorized rate of 0.0690 mills for the years 2027 through 2030, (6.9 cents per $1,000 of taxable value), be levied for four (4) years, 2027, 2028, 2029 and 2030 inclusive, by Macomb County on taxable real and personal property for the purpose of providing financial aid and services for Macomb County Veterans and to support the administration of the Macomb County Department of Veterans Affairs and Macomb County Veterans Affairs Commission? It is estimated that a levy of 0.0690 mills will raise approximately $2,877,813 in the first calendar year of the levy. For example, on a property having a residential market value of $100,000 (estimated taxable value of $50,000), 0.0690 mills would be $3.45 of levied tax annually.
Macomb County: public transportation (SMART) millage
A 0.95 mill tax ($0.95 per $1,000 of taxable value) was previously approved by the voters for tax years 2022 through 2026 for the purpose of supporting the Suburban Mobility Authority for Regional Transportation (SMART) in providing a public transportation system serving older adults, persons with disabilities, and the general public of Macomb County. That millage is scheduled to expire after 2026. This proposal would authorize a new 0.94 mill tax to replace the previously approved and expiring millage. The new 0.94 mill tax for tax years 2027 through 2031, inclusive (five (5) years), is to provide funds for public transportation services serving older adults, persons with disabilities, and the general public of Macomb County. If approved, this millage rate would raise approximately $39,204,999 in the first year. Revenue from the millage shall be disbursed to SMART and to the following: the Townships of Armada, Bruce, Chesterfield, Clinton, Harrison, Lenox, Macomb, Ray, Richmond, Shelby, and Washington; the Cities of Center Line, Eastpointe, Fraser, Grosse Pointe Shores Village, Memphis, Mount Clemens, New Baltimore, Richmond, Roseville, Saint Clair Shores, Sterling Heights, Utica, and Warren; and the Villages of Armada, New Haven, and Romeo, and shall be used by those entities to accomplish the purposes of the millage. Each of the respective local units of government would receive 12.5% of the ad valorem tax collections raised by this millage from their respective jurisdictions to provide them funds for public transportation services serving older adults, persons with disabilities, and the general public. For the purpose of providing funds in support of public transportation serving older adults, persons with disabilities, and the general public, shall the limitation on the amount of taxes assessed on taxable property located within Macomb County, be established at .94 mills for tax years 2027 through 2031, inclusive (five (5) years)?
Macomb County Zoological Authority: Detroit Zoo millage renewal
In 2008 and 2016, pursuant to Public Act 49 of 2008, Macomb County voters renewed a 10 year property tax millage to fund zoological services through the Macomb County Zoological Authority, supporting animal care for more than 2,000 animals and 200 species, educational and senior programs, and facility maintenance at the Detroit Zoo. To continue providing these services, the Authority seeks to renew and restore the millage to the originally voter approved rate of 0.10 mill (10 cents per $1,000 of taxable value). This proposal would renew the millage at 0.0922 mill and restore the remaining 0.0078 mill that was reduced due to required rollback, for a total authorized rate of 0.10 mill on taxable real and personal property for ten (10) years. If approved, the millage rate would be unchanged from those approved by voters in 2008 and 2016. Funds will be disbursed to the Authority and transferred to the Detroit Zoo as permitted by law. All funds are subject to annual independent audits. It is estimated that $3,845,426 will be collected in the first year. Do you approve the renewal and restoration of the levy of 0.10 mill on all taxable property in Macomb County for a period of ten (10) years, from 2028 through 2037?
Village of Romeo: street improvements bond ($7.5 million)
Shall the Village of Romeo, County of Macomb, Michigan, borrow the principal sum of not to exceed Seven Million Five Hundred Thousand Dollars ($7,500,000), and issue its unlimited tax general obligation bonds, payable in not to exceed sixteen (16) years, to pay the cost of acquiring and constructing street improvements in the Village, including curb, gutter, drainage and related improvements? If approved, the estimated millage to be levied in 2027 is 2.2645 mills ($2.26 per $1,000 of taxable value) and the estimated simple average annual millage rate required to retire the bonds is 2.2634 mills ($2.26 per $1,000 of taxable value).
