Proposal 2026-1: Call a constitutional convention

Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?

Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)

The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?

Benzie County Central Schools: operating millage restoration (non-homestead)

This proposal will allow the school district to levy the statutory rate of not to exceed 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance. Shall the limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Benzie County Central Schools, Benzie, Manistee, Grand Traverse and Wexford Counties, Michigan, be increased by 2.5 mills ($2.50 on each $1,000 of taxable valuation) for a period of 4 years, 2026 to 2029, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and levied in 2026 is approximately $66,662 (this millage is to restore millage lost as a result of the reduction required by the Michigan Constitution of 1963 and will be levied only to the extent necessary to restore that reduction)?

Benzie County Central Schools: sinking fund millage (replacement)

This proposal will allow the school district to replace the building and site sinking fund millage previously approved by the electors. Shall the limitation on the amount of taxes which may be assessed against all property in Benzie County Central Schools, Benzie, Manistee, Grand Traverse and Wexford Counties, Michigan, be increased by and the board of education be authorized to levy not to exceed .70 mill ($0.70 on each $1,000 of taxable valuation) for a period of 10 years, 2027 to 2036, inclusive, to replace the previously approved sinking fund millage with a sinking fund millage for the construction or repair of school buildings; for school security improvements; for the acquisition or upgrading of technology; for the acquisition of student transportation vehicles; for the acquisition of parts, supplies, and equipment used for the maintenance of student transportation vehicles; for the acquisition of eligible trucks and vans used to carry parts, equipment, and personnel for or in the maintenance of school buildings; for the acquisition of parts, supplies, and equipment used to maintain such trucks and vans; and all other purposes authorized by law; the estimate of the revenue the school district will collect if the millage is approved and levied in 2027 is approximately $942,243 (this is a replacement of millage that expires with the 2026 tax levy)?

Manistee County: library millage renewal and restoration

Shall the expiring previously voted increase in the tax limitation imposed under Article IX, Section 6 of the Michigan Constitution on general ad valorem taxes within the County of Manistee, State of Michigan, currently 0.9827 mill ($0.9827 per $1,000 of taxable value), be renewed and levied for a period of four (4) years, 2027-2030, both inclusive, and shall an additional 0.0173 mill ($0.0173 per $1,000 of taxable value) be approved and levied to restore previous millage reductions under the “Headlee Amendment” since this millage was last approved, resulting in the levy of 1.00 mill ($1.00 per $1,000 of taxable value), subject to reduction as provided by law, on taxable property in the County? The purpose of this levy is to provide funds to be used for operation and maintenance of the Manistee County Library. It is estimated that a levy of 1.00 mill would provide revenue of $1,649,837 in the first calendar year, of which $28,542 would result from the additional 0.0173 mill. The revenue from this millage levy will be disbursed to the Manistee County Library. A portion of the millage may be subject to capture by and disbursed to one or more tax increment financing entities, including the City of Manistee Brownfield Redevelopment Authority, the County of Manistee Brownfield Redevelopment Authority, and the County of Manistee Land Bank Authority.

Cleon Township: fire department millage renewal

Shall Cleon Township, Manistee County, Michigan renew the previous voted increases in the tax rate limitations imposed under article IX, sec. 6 of the Michigan Constitution in the amount of 1.2021 mills ($1.2021 per $1000 of taxable value), increased by an additional 0.0479 mill ($0.0479 per $1000 of taxable value) to offset previous millage rollbacks, resulting in a levy of 1.25 mills ($1.25 per $1000 of taxable value) for 5 years, 2027 through 2031 inclusive, for Fire Department operating purposes? The revenue would be disbursed to Cleon Township, and if approved, it is estimated that the revenue generated by this proposal in the first year the millage is levied would be $59,745.00

Cleon Township: cemetery millage renewal

Shall Cleon Township, Manistee County, Michigan renew the previous voted increases in the tax rate limitations imposed under article IX, sec. 6 of the Michigan Constitution in the amount of .2403 mills ($0.2403 per $1000 of taxable value), increased by an additional 0.0097 mill ($0.0097 per $1000 of taxable value) to offset previous millage rollbacks, resulting in a levy of .25 mills ($0.25 per $1000 of taxable value) for 5 years, 2027 through 2031 inclusive, for cemetery operating purposes? The revenue would be disbursed to Cleon Township, and if approved, it is estimated that the revenue generated by this proposal in the first year the millage is levied would be $11,943.00

Mesick Consolidated Schools: building bond ($17,100,000)

Shall Mesick Consolidated Schools, Wexford and Manistee Counties, Michigan, borrow the sum of not to exceed Seventeen Million One Hundred Thousand Dollars ($17,100,000) and issue its general obligation unlimited tax bonds therefor for the purpose of: remodeling, furnishing and refurnishing, and equipping and re-equipping school buildings, primarily the 1966 portion of the elementary building, which will include roof replacements, HVAC improvements, and the creation of a secure entryway; and developing, equipping, and improving sites? The following is for informational purposes only: The estimated millage that will be levied for the proposed bonds in 2027 is 3.40 mills ($3.40 on each $1,000 of taxable valuation). The maximum number of years the bonds may be outstanding, exclusive of any refunding, is twenty-five (25) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 3.16 mills ($3.16 on each $1,000 of taxable valuation). (Pursuant to State law, expenditure of bond proceeds must be audited and the proceeds cannot be used for repair or maintenance costs, teacher, administrator or employee salaries, or other operating expenses.)
