Proposal 2026-1: Call a constitutional convention
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?
Meridian Public Schools: $13.95 million bond proposal
Shall Meridian Public Schools, Midland County, Michigan, borrow the sum of not to exceed Thirteen Million Nine Hundred Fifty Thousand Dollars ($13,950,000) and issue its general obligation unlimited tax bonds therefor, for the purpose of: remodeling, furnishing and refurnishing, and equipping and re-equipping school buildings, including roof replacement, HVAC improvements, and school security upgrades; acquiring and installing instructional technology; purchasing school buses; and preparing, developing, and improving sites? The following is for informational purposes only: The estimated millage that will be levied for the proposed bonds in 2027, under current law, is 0.00 mill ($0.00 on each $1,000 of taxable valuation) for a 0.00 mill net increase over the prior year’s levy. The maximum number of years the bonds may be outstanding, exclusive of any refunding, is eighteen (18) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 1.90 mill ($1.90 on each $1,000 of taxable valuation). The school district expects to borrow from the State School Bond Qualification and Loan Program to pay debt service on these bonds. The estimated total principal amount of that borrowing is $1,506,008 and the estimated total interest to be paid thereon is $1,801,965. The estimated duration of the millage levy associated with that borrowing is 12 years and the estimated computed millage rate for such levy is 7.00 mills. The estimated computed millage rate may change based on changes in certain circumstances. The total amount of qualified bonds currently outstanding is $24,360,000. The total amount of qualified loans currently outstanding is approximately $5,071,461. (Pursuant to State law, expenditure of bond proceeds must be audited and the proceeds cannot be used for repair or maintenance costs, teacher, administrator or employee salaries, or other operating expenses.)

Midland Public Schools: sinking fund millage
Shall the limitation on the amount of taxes which may be assessed against all property in Midland Public Schools, Midland County, Michigan, be increased by and the board of education be authorized to levy not to exceed 1.5 mills ($1.50 on each $1,000 of taxable valuation) for a period of 10 years, 2026 to 2035, inclusive, to create a sinking fund for: school security improvements; the repair or construction of school buildings; the acquisition of student transportation vehicles; the acquisition or upgrading of technology; the acquisition of eligible trucks and vans used to carry parts, equipment, and personnel for or in the maintenance of school buildings; the acquisition of parts, supplies, and equipment used for maintenance of such student transportation vehicles and such eligible trucks and vans; and all other purposes authorized by law; the estimate of the revenue the school district will collect if the millage is approved and levied in 2026 is approximately $4,570,265?
