Ballot issues
Proposal 2026-1: Call a constitutional convention
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?
Muskegon County: parks and recreation millage (new)
Shall the County of Muskegon, Michigan, be authorized to levy annually a new additional millage in an amount not to exceed .50 mill ($0.50 per each $1,000 of taxable value) against all taxable property within Muskegon County for a period of ten (10) years, 2026 through 2035, inclusive, for the purpose of acquiring, developing, improving, operating, maintaining, repairing, and preserving parks, recreational facilities, trails, greenways, natural areas, public access sites, and related recreational amenities in Muskegon County? The estimate of the revenue Muskegon County will collect if the millage is approved and levied in the first year (2026) is approximately $3,625,000. Up to 30% of the funds will be available for distribution by the County to local units of government within the County to use for the purposes identified in this proposal. By law, a portion of the millage may be subject to capture by brownfield redevelopment authorities and those authorities governed by the Recodified Tax Increment Financing Act, 2018 PA 57, including the Downtown Development Authorities of the Cities of Montague, Muskegon, Muskegon Heights, and Roosevelt Park, Fruitport Charter Township, and the Village of Ravenna; the Tax Increment Financing Authorities of the Cities of Norton Shores, Muskegon, and Whitehall; the Local Development Finance Authorities of the Cities of Muskegon and Whitehall; and the Brownfield Redevelopment Authorities of the Cities of Muskegon, Norton Shores and Whitehall and the Townships of Ravenna and Whitehall. The total amount of captured tax increment revenues from such millage in the first calendar year of the levy is estimated at $132,000.
