Proposal 2026-1: Call a constitutional convention
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?
Mott Community College: millage renewal
Shall the previously voter approved increases in the limitation on the amount of taxes that may be levied by Charles Stewart Mott Community College, Genesee County, Michigan, against all property in the community college district of 0.6410 mill, which has been reduced to 0.6152 mill by operation of the Headlee Amendment, be renewed at the current mill ($0.6152 per $1,000 of taxable value of real and tangible personal property) and levied for 10 years, 2028 to 2037, inclusive, to provide funds for community college purposes? If the 0.6152 mill renewal is approved, it is estimated that the College will collect approximately $8.9 million of revenue in the first calendar year it is levied. The proposed millage is a renewal of a previously authorized millage.

Goodrich Area Schools: operating millage renewal (non-homestead)
This proposal will allow the school district to continue to levy the statutory rate of not to exceed 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance and renews millage that will expire with the 2027 tax levy. Shall the currently authorized millage rate limitation of 19.8592 mills ($19.8592 on each $1,000 of taxable valuation) on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Goodrich Area Schools, Genesee, Oakland and Lapeer Counties, Michigan, be renewed for a period of 5 years, 2028 to 2032, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and 18 mills are levied in 2028 is approximately $1,887,000 (this is a renewal of millage that will expire with the 2027 tax levy)?

Oakland County Zoological Authority: Detroit Zoo millage renewal (0.10 mill)
In 2008 and 2016, pursuant to Public Act 49 of 2008, Oakland County voters renewed a 10-year property tax millage to fund zoological services through the Oakland County Zoological Authority, supporting animal care for more than 2,000 animals and 200 species, educational and senior programs, and facility maintenance at the Detroit Zoo.To continue providing these services, the Authority seeks to renew and restore the millage to the original voter-approved rate of 0.10 mill (10 cents per $1,000 of taxable value). This proposal would renew the millage at 0.0927 mill and restore the remaining 0.0073 mill that was reduced due to required rollback, for a total authorized rate of 0.10 mill on taxable real and personal property for ten (10) years. If approved, the millage rate would be unchanged from those approved by voters in 2008 and 2016. Funds will be disbursed to the Authority and transferred to the Detroit Zoo as permitted by law. All funds are subject to annual independent audits. It is estimated that $8,831,012 will be collected in the first year. Ballot Question: Do you approve the renewal and restoration of the levy of 0.10 mill on all taxable property in Oakland County for a period of ten (10) years, from 2028 through 2037?
Holly Area School District: $97,600,000 safety, security and school improvement bond
Shall Holly Area School District, Oakland County, Michigan, borrow the sum of not to exceed Ninety-Seven Million Six Hundred Thousand Dollars ($97,600,000) and issue its general obligation unlimited tax bonds therefor, in one or more series, for the purpose of:- equipping school facilities, including installing emergency safety communication systems, security window enhancements, building security entrance barriers, and a backup power generator; - remodeling, furnishing and refurnishing, and equipping and re-equipping school facilities, including remodeling the library and media center at Holly High School, roof replacement, and replacing certain plumbing, mechanical, electrical, heating, ventilation, and air conditioning systems; - erecting, furnishing, and equipping school facilities, including a new multipurpose facility for improving music rehearsal spaces and expanded athletic practice spaces, and new outdoor storage buildings; - erecting, furnishing, and equipping additions to school facilities, including early childhood center at Davisburg Elementary School, secure entry at Holly Elementary School, expanded band room space at Holly High School, and an addition at Holly High School for improving career-technical trades, robotics space, dedicated fitness center, gym, and community space, including a community pool entrance; - acquiring and installing instructional technology and instructional technology equipment; - preparing, developing, improving, remodeling, and equipping athletic fields and facilities; and - preparing, developing, improving, and equipping sites and playgrounds? The following is for informational purposes only: The estimated millage that will be levied for the proposed bonds in 2027, under current law, is 3.45 mills ($3.45 on each $1,000 of taxable valuation), for a -0- mill net increase over the prior year’s levy. The estimated simple average annual millage anticipated to be required to retire this bond debt is 2.81 mills ($2.81 on each $1,000 of taxable valuation). The maximum number of years the bonds of any series may be outstanding, exclusive of any refunding, is thirty (30) years. The school district does not expect to borrow from the State to pay debt service on the bonds. The total amount of qualified bonds currently outstanding is $113,515,000. The total amount of qualified loans currently outstanding is $0. The estimated computed millage rate may change based on changes in certain circumstances. (Pursuant to State law, expenditure of bond proceeds must be audited and the proceeds cannot be used for repair or maintenance costs, teacher, administrator or employee salaries, or other operating expenses.)

Southeast Michigan Public Historical Museum Authority: new historical museums millage (0.2 mill)
The Southeast Michigan Public Historical Museum Authority (“Authority”) is a joint authority established by Wayne and Oakland Counties (“Counties”) pursuant to Michigan Public Act 321 of the Public Acts of 2000, as amended, and was formed to support the Charles H. Wright Museum of African American History, Detroit Historical Museum, Dossin Great Lakes Museum, and other public historical museums located in Wayne and Oakland Counties (“Historical Museums”) that provide historical museum services for students, residents and visitors of the Counties. The law allows the Authority to seek authorization from the electors in each of the Counties to levy a tax of 0.2 mill (20 cents per $1,000 of taxable value) on taxable property to provide revenue for Historical Museums.It is estimated that if approved and levied on taxable property located within Wayne County, this new millage would generate approximately $12,219,200 in 2026. In addition to supporting the Charles H. Wright Museum of African American History, Detroit Historical Museum, and Dossin Great Lakes Museum, 15% of revenues received by the Authority from taxable property in Wayne County, after Authority administrative expenses, will be disbursed to the County of Wayne for the purposes of supporting Historical Museums in Wayne County. Shall a 0.2 mill tax on all taxable property located within Wayne County be imposed by the Authority for a period of ten (10) years, being years 2026 through 2035, inclusive, to provide historical museum services for the benefit of the residents of the Counties?
