Proposal 2026-1: Call a constitutional convention
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
Proposal 2026-2: Campaign contributions by utilities and government contractors, and political ad disclosure (initiated law)
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?
Saginaw Intermediate School District: career and technical education millage renewal
This proposal will allow the intermediate school district to continue to levy millage previously approved by the electors for area career and technical education programs and restores millage lost as a result of the reduction required by the Michigan Constitution of 1963. Shall the currently authorized millage rate limitation of .9962 mill ($0.9962 on each $1,000 of taxable valuation) on the amount of taxes which may be assessed against all property in Saginaw Intermediate School District, Michigan, to provide funds for area career and technical education programs, be renewed for a period of 10 years, 2028 to 2037, inclusive; and also be increased by .0038 mill ($0.0038 on each $1,000 of taxable valuation) for a period of 10 years, 2028 to 2037, inclusive, the estimate of the revenue the intermediate school district will collect if the millage is approved and levied in 2028 is approximately $7,082,354 from local property taxes authorized herein (this is a renewal of millage that will expire with the 2027 tax levy and a restoration of millage lost as a result of the reduction required by the Michigan Constitution of 1963)?
Shiawassee County: senior citizen services millage renewal
Shall the expired previous voted increase in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution in the County of Shiawassee of 0.5000 mills ($0.50 per $1,000 of taxable value), reduced to 0.4942 mills ($0.4942 per $1,000 of taxable value) by the required millage rollbacks, be renewed at up to 0.4942 mills ($0.4942 per $1,000 of taxable value) and levied for five years, 2026 through 2030 inclusive, for the purpose of funding senior citizen services within Shiawassee County? If approved and levied in full, this millage will raise an estimated $1,370,677 in the first calendar year of the levy based on taxable value. A portion of the millage may also be disbursed to the Downtown Development Authorities of the Cities of Corunna, Durand, Laingsburg, and Owosso, the Downtown Development Authorities of the Villages of Bancroft, Byron, Lennon, Morrice, New Lothrop and Vernon, the Downtown Development Authority of the Township of Perry, the Brownfield Authorities of Shiawassee County, Owosso Township, the City of Owosso, and the City of Durand as well as such other or fewer local units of government as required by law.
Hazelton Township: road millage renewal
Shall Hazelton Township, Shiawassee County, Michigan, levy annually a millage in an amount not to exceed 1.50 mill ($1.50 on each $1,000 of taxable value), of which 1.50 mill is a renewal of the previously authorized millage that will expire in 2027, for five years, 2028 to 2032 inclusive, for the purpose of graveling, upgrading and rebuilding roads in the Township.
Hazelton Township: recycling service
This proposal requests authorization for Hazelton Township to offer recycling services to township residents who currently pay for garbage services in Hazelton Township. Recycling services would be provided on a biweekly basis. Residents would receive a 96-gallon cart provided by the waste company. The charge for this service would be $63 per unit per year (which is $5.25 per unit per month). If authorized by voter approval, recycling service would begin in January 2027 and continue for 3 years (2027, 2028 and 2029). Property owners/residents may not opt out of service. If the proposal fails, no recycling will be offered. Shall Hazelton Township offer recycling services to township properties currently paying for garbage services in the amount of $63 per unit per year for a period of 3 years, with cost increases not to exceed a 10% annual increase?
