Rockland County Proposition 1: County Charter amendments
Should the local law entitled "A local law amending the Rockland County Charter", adopted by the Legislature of Rockland County that: reforms the formatting and language of the Charter; amends certain definitions of terms used therein to bring them into line with long-standing practices; amends the power to approve and execute contracts over $100,000; amends the listed types of internal legislative actions; amends the power of the County Executive to unilaterally correct erroneous taxes; permits the Legislature to have its own Legislative Counsel; amends the procedure for executive branch board vacancies; amends the composition of the Capital Projects Committee and the powers of the Commissioner of Planning with respect to that committee; amends the executive budget proposal process to make formal departmental proposals optional; abolishes the Department of Hospitals and the title of its Commissioner; authorizes the Sheriff to appoint multiple Undersheriffs; requires the Public Defender and County Attorney to have at least ten years of experience at the time of appointment; and renames the administrative agency presently known as the Commission of Human Rights to the Department of Human Rights, and clarifies that the Commissioner on Human Rights is the executive head of the Department of Human Rights, and sets the membership of the Commission on Human Rights at 13 members, BE APPROVED?
Town of Orangetown Proposition 2: 0.3% real estate transfer tax for a community preservation fund
Local Law to protect natural areas and other Town resources by creating real estate transfer tax paid by the purchaser, to be deposited in Community Preservation Fund, which revenues may be matched by State and Federal Funding. Shall Town of Orangetown Local Law 3-C of 2026, a local law approved by the Orangetown Town Board to protect natural areas in the Town from development; protect the water quality of rivers, lakes, and streams; protect the water quality of drinking water; conserve trees and wooded areas to protect air quality; protect wildlife habitat; preserve and establish parks and recreational areas; protect historic resources; preserve working farms; and protect farmland, in the Town of Orangetown, by creating a three tenths of one percent (0.3%) real estate transfer tax on the conveyance of interests in real property in the Town, with such tax to be paid by the purchaser, with revenues from this tax to be deposited in the Town of Orangetown Community Preservation Fund, which may be matched by State and Federal funding and which will require full public disclosure of all spending, be approved?
