The question, as printed on the ballot

Question D authorizes the City to borrow up to $148,000,000 to be used for the development of public infrastructure owned or controlled by the City. The money may be used to develop buildings owned by the City, the Enoch Pratt Free Library, and public parks and recreational land. It may be used to acquire property in the City and to construct new or improve existing buildings, structures, and auxiliary facilities for use by the City and the Enoch Pratt Free Library. The money may also be used to improve, construct, relocate, or repair buildings, streets, highways, alleys, utilities, and other structures, including information technology infrastructure, as well as to acquire and install trees, equipment, and fixtures, along with all related costs.

A “Yes” vote means

A yes vote authorizes the City to borrow up to $148 million for City-owned buildings, Enoch Pratt Free Library facilities, parks, streets and utilities.

A “No” vote means

A no vote rejects the borrowing.
