Currently the charter requires the executive to prepare and submit the proposed budget to the county council not later than April 1 of each year. The referred charter amendment will allow submission of the proposed budget after Maryland's General Assembly but no later than on or before the second Monday in April in each year. A vote in favor of the question will require the executive to submit the proposed budget to the county council on or before the second Monday of April each year. This later date is after the conclusion of Maryland's General Assembly. This later date will allow the executive to have knowledge of the full financial effect upon the county from legislation passed during Maryland's General Assembly session. A vote against the question will keep the current date of April 1 of each year for submission of the budget to county council and prior to knowing the full financial effects upon the county from Maryland's General Assembly.

A “Yes” vote means

A yes vote requires the county executive to submit the proposed budget to the county council by the second Monday in April each year, after the General Assembly session ends.

A “No” vote means

A no vote keeps the current deadline of April 1 each year for the executive to submit the proposed budget to the county council.
