The question, as printed on the ballot
Currently, the Village Charter requires contracts exceeding $2,000 to be awarded to the lowest responsible bidder through a competitive bidding process. Shall Section 11.2 be amended to remove the older fixed $2,000 threshold, authorize Village Council to establish purchasing and contracting limits by resolution, authorize the appointment of a Purchasing Agent, permit contracts to be awarded based on the bid determined to be most advantageous to the Village, and allow Village Council to authorize certain public improvements or Village work to be performed by Village personnel or departments when permitted by ordinance?
A “Yes” vote means
A yes vote drops the charter's $2,000 competitive-bid threshold, lets the council set purchasing limits by resolution and allows awards to the most advantageous bid.
A “No” vote means
A no vote keeps the rule that contracts over $2,000 go to the lowest responsible bidder.
