A “Yes” vote means
A yes vote amends the state constitution to require all voters, not just those voting in person, to present photo identification before voting; state law sets the requirements and any exceptions.
A “No” vote means
A no vote leaves the constitution's photo ID requirement covering only in-person voting; ID rules for absentee voting would stay a matter of state law.

This amendment to the North Carolina Constitution would require presentation of photographic identification for voters in all instances in North Carolina elections.
