“Shall the Township of Springfield be authorized to establish a Length of Service Award Program (LOSAP) for the volunteer firefighters that serve the Township pursuant to N.J.S.A. 40A:14-183, et seq.?”
A “Yes” vote means
The township may create a LOSAP paying up to $1,150 a year into accounts for qualifying volunteer firefighters, at an expected $35,000 a year.
A “No” vote means
The township is not authorized to create the length of service award program.
Official plain English statement
The Township of Springfield seeks to create a Length of Service Award Program (“LOSAP”) for qualifying volunteer firefighters that serve the citizens of the Township. The general requirements of a LOSAP are set forth in State law (N.J.S.A. 40A:14-183, et seq.). Each volunteer that performs the amount of service required by the Ordinance will have a maximum of $1,150 per year deposited into an account for the volunteer. The cost will be budgeted annually in the budget of the Township of Springfield, and is anticipated to be $35,000 per year. The Plan adopted by the Township of Springfield provides that a volunteer may earn credit for prior years of service, up to ten years of service, provided the volunteer remains active. Additional details on the program may be found in the Ordinance adopted by the Township of Springfield which is available for public inspection, along with a copy of the State enabling law, in the Township Clerk’s office, located at 2159 Jacksonville Jobstown Rd, Jobstown, NJ 08042 between 9:00 a.m. and 4:00 p.m., during normal business days, holidays and weekends excluded.
