Shall the Board of Education of the Bloomsbury School District be permitted to join the North Hunterdon-Voorhees Regional High School District as a constituent member with the tax apportionment formula to remain 100% on each municipality's equalized valuation allocated to the regional district as provided by state law and with the membership of the North Hunterdon-Vorhees Regional Board of Education to be expanded to 13 members with such membership to be apportioned utilizing the same methodology currently utilized by the North Hunterdon-Voorhees Regional Board of Education.
A “Yes” vote means
Bloomsbury becomes a constituent member of the North Hunterdon-Voorhees regional district, gains voting seats on a 13-member regional board and pays its share by equalized property valuation.
A “No” vote means
Bloomsbury students keep attending North Hunterdon High School under the tuition (sending-receiving) agreement, without voting seats on the regional board.
Official plain English statement
Beginning with the 2025-26 school year, students from Bloomsbury began attending North Hunterdon High School through a sending-receiving (contractual) relationship. Regardless of whether this referendum passes, Bloomsbury students will continue to attend North Hunterdon High School. If this referendum passes, Bloomsbury will become a constituent member of the North Hunterdon-Voorhees Regional High School District. As a constituent member, Bloomsbury residents will gain voting representation on the Regional Board of Education, and Bloomsbury's share of the regional district's costs will be allocated based on equalized property valuation, consistent with the Regional District's current and long-standing practice and state law. The Regional Board of Education will expand from 12 to 13 members, with seats apportioned based on census population data and updated following each decennial census. Based on the 2020 Census, the initial seat allocation would be as follows: • Bethlehem Township and Hampton Borough: 1 representative (elected at-large) • Union Township and Bloomsbury: 2 representatives (elected at-large) • Califon Borough and Tewksbury Township: 2 representatives (elected at-large) • Clinton Township and Lebanon Borough: 4 representatives (elected at-large) • High Bridge Borough and Lebanon Township: 2 representatives (elected at-large) • Town of Clinton, Franklin Township, and Glen Gardner Borough: 2 representatives (elected at-large) If this referendum does not pass, Bloomsbury students will continue to attend North Hunterdon High School under the existing sending-receiving relationship. However, Bloomsbury would not become a constituent member of the regional district, would not have voting representation on the Regional Board of Education, unless and until it sends a sufficient percentage of students to meet the statutory threshold, and would continue to pay tuition under the terms of the sending-receiving agreement rather than contributing through the regional tax apportionment formula.
