The question, as printed on the ballot

Establishing a term limit of four (4) consecutive four-year terms for the office of County Executive and the office of County Comptroller.

A “Yes” vote means

A yes vote limits the County Executive and the County Comptroller to four consecutive four-year terms.

A “No” vote means

A no vote does not establish a four-term limit for these two offices.

Onondaga County Proposition 1, on the same ballot, would instead set a three-term limit for the same offices.
