The question, as printed on the ballot

Shall Article IV, Section 5(c) of the Charter of the City of Independence be amended to provide that any zoning ordinances, regulations, or amendments passed by Council under this Article IV, Section 5(c) shall not be passed on or as an emergency?

A “Yes” vote means

A yes vote bars zoning ordinances, regulations or amendments passed under this charter section from being passed as emergency measures.

A “No” vote means

A no vote leaves the charter unchanged.
