Issue 7: Upper Arlington City School District bond issue and tax levy

Shall the Upper Arlington City School District be authorized to do the following: 1. Issue bonds for the purpose of constructing, furnishing, and equipping Burbank Early Childhood School and Hastings Middle School, with related site improvements; constructing, renovating, furnishing, and equipping Jones Middle School, with related site improvements; and constructing, furnishing and equipping an addition to the high school, with related and additional site improvements in the principal amount of $273,500,000, to be repaid annually over a maximum period of 38 years, and levy a property tax outside the ten-mill limitation, estimated by the county auditor to average over the bond repayment period 4.84 mills for each $1 of taxable value, which amounts to $169 for each $100,000 of the county auditor's market value, to pay the annual debt charges on the bonds, and to pay debt charges on any notes issued in anticipation of those bonds? 2. Levy an additional property tax to pay current operating expenses, that the county auditor estimates will collect $14,396,791 annually, at a rate not exceeding 4.9 mills for each $1 of taxable value, which amounts to $172 for each $100,000 of the county auditor's market value, for a continuing period of time? The county auditor has certified that the amount by which the carry-over balance in the district's general operating budget from the preceding fiscal year exceeds the district's general fund expenditures made in the preceding fiscal year is $0, which is 0% of those expenditures.
