Issue 30: Village of St. Bernard charter amendments

The question, as printed on the ballot

An ordinance submitting to the electors of St. Bernard certain amendments to the Charter related to village administration. Shall Articles IV and V, Sections 4.01 through 4.06 and Section 5.01, of the Charter of the Village of St. Bernard be amended to: *Merge the Safety Director and Service Director positions into a single Municipal Administrator position under the direct supervision of the Mayor, to be selected by the Mayor with majority Village Council approval and subject to removal by Village Council, establishing the qualifications and duties for the position, including prohibiting current or recent elected officials from occupying the position and serving as the administrative head of the police and fire departments with authority to select and appoint the Police and Fire chiefs with the approval of the Mayor; *Merge the elected Auditor and Treasurer positions into a single Finance Director position requiring knowledge and experience in municipal finance to be hired by the Municipal Administrator with the approval of the Mayor and serving as the village's chief fiscal officer; *Convert the Law Director from an elected office to a position requiring specialized knowledge and experience in municipal law to be engaged by the Municipal Administrator with the approval of the Mayor and Village Council; *Retitle the Tax Commissioner to Tax Administrator to bring the charter into compliance with Ohio law and establishing that the position is supervised by the Finance Director and hired by the Municipal Administrator; and *Reorganize the Planning Commission to replace the Director of Public Safety and Service with a Council member on the five-member board, maintaining the Mayor's authority to appoint the commissioners with the approval of the village council and protecting the uninterrupted terms of the electors currently serving as commissioners?
