Issue 19: City of Wyoming charter amendments

The Charter Review Commission for the City of Wyoming (the "City") recommends the following changes: *Amend Section 5.02 ("City Treasurer”) to change the title of the City "Treasurer" to "Finance Director" to make it consistent with the current job title. *Amend the title of Article VI from "Commissions" to "Commissions and Boards." *Eliminate Section 6.01 ("Civil Service Commission; Membership") and Section 6.02 ("Civil Service Commission; Powers, Duties and Jurisdiction") because the City of Wyoming no longer has job positions that fall under civil service. *Amend Section 11.03 ("Removal of Appointees from Commissions and Boards") to eliminate requirement that members be removed "for cause" and move this section from Article XI to Article VI. *Move Section 11.08 ("Meetings of Boards, Committees, and Commissions Through Virtual Means") from Article XI to Article VI. *Add a new Section 6.03 entitled "Other Commission and Boards" to provide authority and direction within the charter for the establishment of City of Wyoming boards and commissions. *Amend Section 8.01 ("Regular Municipal Elections") to clarify that all City of Wyoming elections are non-partisan. *Amend Section 11.07 ("Oath of Office") to replace gender specific pronouns with gender neutral references.
