At 7:30 p.m., on the first regular day of January following each regular municipal election of Council members at large, Council shall convene and the newly elected members shall be sworn in. Thereafter Council shall meet regularly in Council Chambers at such times as may be prescribed by its rules, but not less frequently than twice each month. All meetings of Council shall be open to the public, except that executive sessions shall be permitted as provided for in section 121.22 of the Ohio Revised Code. Special meetings of Council may be called by the Mayor, or by any three (3) members of Council, or as otherwise prescribed by rules adopted by Council. Shall Article III, Section 3.07 of the Charter of the City of Norwalk be amended as follows: Notwithstanding the foregoing, upon the concurrence of the Mayor and the President of Council, or in the absence of the President the President Pro Tempore of Council, a regularly scheduled meeting of Council may be cancelled due to emergency, inclement weather, or lack of business to consider at the meeting?
