The question, as printed on the ballot

Shall the City of London have the authority to aggregate the retail natural gas loads located in the City of London, and for that purpose, enter into service agreements to facilitate for those loads the sale and purchase of natural gas, such aggregation to occur automatically except where any person elects to opt out?

A “Yes” vote means

A yes vote lets London buy natural gas in bulk for retail customers in the city, who are included automatically unless they opt out.

A “No” vote means

A no vote does not give the city that natural gas aggregation authority.
