Shall the sale of beer, wine and mixed beverages be permitted by Masandeh, Inc., dba Gateway Gas Mart, an applicant for a C-1 and C-2 liquor permit, who is engaged in the business of operating a carryout/grocery store at 2732 Glenwood Avenue, Youngstown, Ohio 44511 in this precinct?
