Shall the Home Rule Charter of the Borough of Malvern be amended to reduce the number of Members of Council from seven (7) to five (5) members, effective January 3, 2028 so that two (2) Members of Council are elected in 2027 and every four (4) years thereafter, and three (3) Members of Council are elected in 2029 and every four (4) years thereafter?

A “Yes” vote means

Reduces Malvern Borough Council from seven to five members effective January 3, 2028; two members would be elected in 2027 and three in 2029, with staggered four-year terms.

A “No” vote means

Keeps Malvern Borough Council at seven members.

Official plain English statement

The ballot question asks the voters of the Borough of Malvern whether the Home Rule Charter of the Borough of Malvern shall be amended to reduce the number of Council Members from the present seven (7) to five (5) members effective January 3, 2028. If this amendment is approved, the Home Rule Charter will also be amended to accomplish this change so that voters will elect only two (2) members, rather than four (4) members, in the 2027 election. The terms of the other three (3) present members will continue to January 2, 2030. The system of staggered election of members would continue. Three (3) members would be elected in 2029. The reduction in Council Members will not impact the existing term of any Council Member. A vote of YES approves reducing the number of Malvern Borough Council Members from seven (7) to five (5) members and amending the nomination and election of Members of Council to accomplish this change. A vote of NO disapproves reducing the number of Malvern Borough Council Members from seven (7) to five (5) members and amending the nomination and election of Members of Council to accomplish this change.
