A “Yes” vote means

Raises Bethel Township's annual real property tax for the Rachel Kohl Community Library from .027 mills to .037 mills.

A “No” vote means

Keeps the library tax at .027 mills.

On the Bethel Township ballots only (all six precincts) under the heading "REFERENDUM: BETHEL TOWNSHIP TO AID IN MAINTAINING THE RACHEL KOHL LIBRARY". It is not on the county's UMOVA notice. No Plain English statement was found.
