Shall the Luzerne County Home Rule Charter be amended to require specifically that the Accountability, Conduct, and Ethics Code prohibit county elected officials and employees from engaging in individual stock trades or prediction market bets that are based on nonpublic information obtained in the course of their official county service and provide annual reporting of ethics complaints and stock trades involving county, state, and federal elected officials representing the county?
A “Yes” vote means
The Charter would require the county ethics code to bar county officials and employees from stock trades or prediction market bets based on nonpublic county information, and require annual reports.
A “No” vote means
The Home Rule Charter is not amended; the ethics code is not required by the Charter to include this prohibition or the annual reporting.
