Shall a government study commission of seven (7) members be elected to study the existing form of government of the municipality; to consider the advisability of the adoption of an optional form of government or a home rule charter; to recommend the adoption of an optional form of government, or to draft and recommend a home rule charter?

A “Yes” vote means

Creates a seven-member commission, chosen in the same election, to study Shamokin's form of government and possibly recommend an optional form of government or a home rule charter.

A “No” vote means

No government study commission is formed; the commission members elected on the same ballot would not serve.

City of Shamokin ballots only. Wording is from the county's UMOVA notice, under the heading "Government Study Commission Question (City of Shamokin ONLY)", and matches the Shamokin City 1 specimen ballot word for word (headed "Government Study Commission Question", followed by "Commission Member, Vote for no more than Seven" with the same seven names). No Plain English statement was found. The News-Item reported on June 3, 2026 that council was again considering letting voters decide whether to form a government study commission, with the hope of the city switching to home rule; a previous commission, elected in April 2024, put a proposed home rule charter on the November 4, 2025 ballot (City of Shamokin final report, July 7, 2025).
