Shall Article VII of the City Charter of the City of Brownsville be amended to add Section 3-A, Initiative, establishing an initiative process allowing qualified voters of the City to propose ordinances not in conflict with the Charter or state law; requiring that an initiative petition be signed by at least ten percent of the registered voters of the City; establishing petition-circulation, affidavit, and filing requirements; providing procedures for certification of petition sufficiency and amendment of petitions; requiring the City Commission to consider proposed ordinances and take final action within thirty days; requiring that initiated measures be submitted to the voters if not passed by the Commission or if passed in a different form; establishing ballot requirements for initiated ordinances and for alternative ordinances proposed by the Commission; authorizing initiated ordinances adopted by the voters to be amended or repealed after two years; permitting multiple measures to be submitted at the same election; prohibiting the initiation of the same subject for two years after defeat; and prohibiting initiative elections from being held more frequently than once every six months?
A “Yes” vote means
A yes vote lets voters propose city ordinances by petition signed by 10% of registered voters, going to an election if the Commission doesn't pass them.
A “No” vote means
A no vote does not add the initiative process to the charter.
