General Powers: Shall Section 5 of the City of Odessa Home Rule Charter be amended to clarify the City of Odessa’s general authority as a home rule municipality under Texas law, including full power of self-government and all express and implied powers, functions, rights, privileges, and immunities of a political subdivision in accordance with state law?

A “Yes” vote means

A yes vote amends Section 5 to describe the city's general authority as a home rule municipality under Texas law.

A “No” vote means

A no vote leaves Section 5 of the charter unchanged.
