Ordinances; enactment of: Shall Section 61 of the City of Odessa Home Rule Charter be amended to amend the title to Section 61 to more clearly describe the content of this section and to delete language requiring each ordinance to be presented to city council twice prior to the adoption of the ordinance unless the ordinance is an emergency measure?
A “Yes” vote means
A yes vote retitles Section 61 and removes the requirement that each non-emergency ordinance be presented to the council twice before adoption.
A “No” vote means
A no vote keeps the two-presentation requirement in Section 61.
