City manager: Shall Section 66 of the City of Odessa Home Rule Charter be amended to provide clarity that the city manager shall be responsible for all city affairs and operations, consistent with the City Charter, City ordinances, and the Texas constitution and general laws of the State of Texas?

A “Yes” vote means

A yes vote states that the city manager is responsible for all city affairs and operations, consistent with the charter, ordinances and state law.

A “No” vote means

A no vote leaves Section 66 of the charter unchanged.
