Franchises: Shall Section 22 of the City of Odessa Home Rule Charter be amended to eliminate and delete the requirement that an ordinance granting a franchise to any public utility operating within the City must be presented to Council and read twice before adoption?
A “Yes” vote means
A yes vote removes the requirement that a utility franchise ordinance be presented to the council and read twice before adoption.
A “No” vote means
A no vote keeps the two-reading requirement for utility franchise ordinances.
