Contracts: Shall Section 30 of the City of Odessa Home Rule Charter be amended to eliminate the express requirement that only the mayor may sign instruments of conveyance such as a deed and bonds instead allowing City Council to designate who shall sign deeds, bonds, and contracts on behalf of the City?
A “Yes” vote means
A yes vote ends the rule that only the mayor may sign deeds and bonds and lets the council designate who signs deeds, bonds and contracts.
A “No” vote means
A no vote keeps the mayor as the only signer of such instruments.
