Charter construction: Shall the City of Odessa Home Rule Charter be amended by adopting a provision on interpreting and construing the Charter and authorizing City Council to make non-substantive revisions and edits to the Charter?

A “Yes” vote means

A yes vote adds a provision on interpreting the charter and lets the council make non-substantive revisions and edits to it.

A “No” vote means

A no vote adds no such provision.
