Shall the Charter be amended to provide that if no conflict of interest is announced an abstention from voting shall be counted as an affirmative vote?
A “Yes” vote means
A yes vote counts an abstention as a yes vote when no conflict of interest has been announced.
A “No” vote means
A no vote leaves the Terrell charter's treatment of abstentions unchanged.
