Shall the Charter be amended to provide that no expenditure in excess of budgeted funds shall be authorized unless the budget is amended and providing a process for amendment or change?

A “Yes” vote means

A yes vote bars spending beyond budgeted funds unless the budget is amended, and sets a process for amending it.

A “No” vote means

A no vote leaves the Terrell charter's budget amendment provisions unchanged.
