Shall pari-mutuel wagering be permitted in the Town of Pulaski at satellite facilities in accordance with Chapter 29 (§ 59.1-364 et seq.) of Title 59.1 of the Code of Virginia?

A “Yes” vote means

Pari-mutuel wagering (planned as historical horse racing machines) would be permitted at a licensed satellite facility in the Town of Pulaski, subject to state licensing and local approvals.

A “No” vote means

Pari-mutuel wagering would not be permitted at a satellite facility in the Town of Pulaski.

This referendum asks voters whether pari-mutuel wagering may be permitted at a licensed satellite facility in the Town of Pulaski. Pari-mutuel wagering is a form of wagering regulated by the Virginia Racing Commission under Chapter 29 of Title 59.1 of the Code of Virginia. A satellite facility is a location licensed by the Virginia Racing Commission at which pari-mutuel wagering may be conducted. Under Virginia law, a satellite facility may not be initially licensed by the Virginia Racing Commission in a locality unless the voters of that locality have approved pari-mutuel wagering through a referendum. If a licensed satellite facility operates in the Town, Virginia law provides for a portion of pari-mutuel wagering revenues generated at the facility to be distributed to the Town. At the proposed satellite facility in Pulaski, the wagering would take the form of Historical Horse Racing machines. These machines operate much like slot machines, except that outcomes are based on the results of past horse races. A "Yes" vote means that pari-mutuel wagering would be permitted at a licensed satellite facility in the Town of Pulaski, subject to applicable state licensing and regulatory requirements and any required local government approvals. A "No" vote means that pari-mutuel wagering would not be permitted at a satellite facility in the Town of Pulaski.
