BONDS TO REPLACE DETERIORATING WENATCHEE HIGH SCHOOL AND IMPROVE SCHOOL AIR QUALITY DISTRICTWIDE The Board of Directors of Wenatchee School District No. 246 adopted Resolution No. 03-26, concerning safe, modern facilities to enhance learning and student health/safety. This proposition would authorize the District to: construct a new Wenatchee High School to replace existing classrooms/portables and expand career/technical education spaces (adding classrooms to reduce overcrowding, controlled entries for safety/security); upgrade aging HVAC at seven schools for clean air (reducing wildfire smoke) and safe temperatures; issue $275,000,000 of general obligation bonds maturing within 20 years; and levy annual excess property taxes to repay the bonds, all as provided in Resolution No. 03-26. Should this proposition be:

A “Yes” vote means

Authorizes $275,000,000 in 20-year bonds, repaid by property taxes, to build a new Wenatchee High School and upgrade HVAC at seven schools.

A “No” vote means

The district may not issue these bonds or levy the property tax to repay them.

WENATCHEE SCHOOL DISTRICT NO. 246 CHELAN COUNTY, WASHINGTON EXPLANATORY STATEMENT PROPOSITION NO. 1 – BONDS TO REPLACE DETERIORATING WENATCHEE HIGH SCHOOL AND IMPROVE SCHOOL AIR QUALITY DISTRICTWIDE Proposition 1 authorizes school construction bonds to replace, upgrade and expand aging and educationally outdated school facilities. Proposition 1 will reduce the use of portable classrooms for instruction, improve and expand educational opportunities and programs, and improve student, staff and community health and safety. Proposition 1 will provide safe, modern facilities by allowing Wenatchee School District to: (1) construct a new Wenatchee High School to replace existing classrooms and portables and expand career/technical education (CTE) spaces (including additional classrooms to reduce overcrowding, expanded CTE and college readiness learning spaces, controlled entries for safety/security, and improved mechanical, electrical, plumbing and heating, ventilation and air climate systems (HVAC); and (2) upgrade aging HVAC at seven schools for clean air (reducing wildfire smoke) and safe temperatures. The $275,000,000 of general obligation bonds will be repaid from annual excess property taxes sufficient to pay bond debt service over a maximum term of 20 years. If approved, Proposition 1 would also qualify the District for an estimated $83,000,000 in state matching funds to reduce the local share of project costs.
