The Board of Clallam County Fire Protection District No. 2, has adopted Resolution No. 2026-03 concerning a proposition to fund emergency medical services. Will Clallam County Fire Protection District No. 2 be authorized to fund emergency medical services for its citizens by imposing a regular property tax levy of $.50 or less per $1,000.00 of assessed valuation for a period of ten consecutive years to be collected beginning in 2027?
A “Yes” vote means
Fire District 2 may levy up to $0.50 per $1,000 of assessed value for 10 years, from 2027, to be used only for emergency medical services.
A “No” vote means
Fire District 2 does not get a separate EMS levy and keeps paying for EMS from its regular levy.
Official plain English statement
The elected Board of Commissioners of Clallam County Fire Protection District No. 2 have determined that in order to provide and maintain emergency medical services (EMS) to our citizens the District requires more stable and consistent funding. State law allows fire protection districts to levy an EMS property tax levy of up to $0.50 per thousand of assessed valuation. If approved by the voters, this measure will authorize a ten-year EMS property tax levy at a rate not to exceed $0.50 per thousand dollars of assessed valuation to be collected beginning in 2027. The District has been funding EMS services out of its regular levy rate and the Board has determined that such an approach is not financially sustainable long term. Approval of the EMS levy will allow the District to continue to provide paramedic level emergency medical services to the citizens of the District and to, the extent allowed by law, to cover uninsured ambulance transport costs for qualified District residents and taxpayers. The District will use the revenue from this levy exclusively for emergency medical services.
