The Board of Commissioners of Columbia County Park and Recreation Pool District ("District") adopted Resolution 2026-01, concerning a proposition to finance operations expenses. This proposition would authorize the District to levy the following excess taxes upon all taxable property in the District to provide operation funds: Levy Year/Collection Year Approx. Levy Rate per $1000 Assessed Value Levy Amount 2026/2027 $0.20 $200,000.00 As provided in Resolution 2026-01. Should this excess levy be approved?
A “Yes” vote means
The pool district would levy $200,000 (about $0.20 per $1,000 of assessed value) in 2027 to operate and maintain a swimming pool in the district.
A “No” vote means
The pool district would not collect the $200,000 operation levy.
Official plain English statement
In 2023, the Voters approved the formation of the Columbia County Park and Recreation Pool District (“the District”) by ballot measure: the ballot measure formed the District for the sole purpose of building, maintaining, and operating a swimming pool, set boundaries of the District contiguous with the boundaries of Columbia County (excluding the Town of Starbuck and the areas already covered by the Prescott Joint Parks and Recreation District), and capped levy authority at approximately 20-cents per $1000 of assessed property value. As authorized in 2023, the District has now proposed that an excess levy - a tax on real and personal property above the regular property tax levy as provided for in RCW 84.52.052 and 84.52.054 - in the amount of approximately 20-cents per $1000 of assessed value on all real and personal property within the District, as provided by law. The total amount to be raised by this excess levy is $200,000.00. If approved, the levy would be applied to 2026 property taxes, and collected in 2027. The District intends to use this money for operation and maintenance of a pool project within the District. Voting LEVY YES means you approve of the tax being applied and used for the stated purposes; LEVY NO means you do not approve of the tax being applied and used for the stated purpose.
