EXPLANATORY STATEMENT PROPOSITION 1- OPERATIONS AND MAINTAINENCE EXECESS LEVY The Prescott Joint Park and Recreation District requests that the voters approve the proposed maintenance and operation excess levy ballot proposition. Under current Washington law, park and recreation districts and park and recreation service areas may seek voter approval for what is commonly referred to as an "operations and maintenance levy." (See RCW 84.52.052.) This levy is in addition to, or in excess of, regular property taxes, only endures for one-year, and is intended to assist the district or service area reach its contractual obligations. A vote of "Yes" by sufficient voters will result in imposition of the excess tax levy in the amount of $175,000. A vote of "No," will result in no additional tax levy. The additional tax levy is the primary source of funding used by the Prescott Joint Park and Recreation District to operate and maintain its facilities.
