The Commission of the Public Hospital District No. 4, Grant County, Washington (McKay Healthcare & Rehabilitation), adopted Resolution No. 2026-4 concerning bonds to fund an expansion of the district's healthcare facilities. This proposition would authorize the District to expand McKay Rehabilitation and Healthcare Center to include a 16-bed assisted living unit, a 16-bed memory care unit, and other capital improvements deemed necessary or advisable by the Commission; issue no more than $9,940,000 of general obligation bonds maturing within 30 years; and levy annual excess property taxes to repay the bonds, all as provided in Resolution 2026-04. Should this proposition be:

A “Yes” vote means

Authorizes up to $9,940,000 in 30-year bonds, repaid by property taxes (est. $0.61 per $1,000), to add assisted living and memory care units at McKay.

A “No” vote means

The district may not issue these bonds or levy the property tax to repay them.

Official plain English statement

Grant County Public Hospital District No. 4 (the “District”) operates McKay Healthcare & Rehabilitation Center. In response to a critical gap in healthcare services due to a rapidly aging population and rising incidence of dementia, the District has determined that it is necessary to construct a 16-bed assisted living unit, a 16-bed memory care unit, and other capital improvements that are planned to include, an intergenerational community wellness center with licensed daycare, meeting, and classroom spaces and dining for use by the residents and members of the community (the “Project”). The majority of the costs of the Project will be funded from grants and low interest loans. The District is proposing a ballot proposition to pay for the remaining costs of the Project. This proposition authorizes the District to issue no more than $9,940,000 of general obligation bonds maturing within 30 years to be repaid from an annual excess property tax levy at an estimated rate of $0.61 per $1,000 of assessed value, or an estimated $15.27 per month for a $300,000 home.
