The Board of Directors of Highline School District No. 401 adopted Resolution No. 12-26, concerning educational technology and capital improvements to maintain student learning. This proposition would fund districtwide technology, programs and staff and other capital improvements not funded by the State, including cybersecurity protections, reliable internet, technology operations and infrastructure, and student/staff technology access, and authorize the District to levy the following excess taxes on all taxable property within the District: Collection Year Estimated Levy Rate/$1,000 Assessed Value Levy Amount 2027 $0.36 $12,000,000 2028 $0.35 $12,000,000 2029 $0.34 $12,000,000 2030 $0.32 $12,000,000 all as provided in Resolution No. 12-26. A “Yes” vote means
The district collects $12 million a year in property taxes from 2027 to 2030 (about $0.32–$0.36 per $1,000) for technology, cybersecurity and capital improvements.
A “No” vote means
The district does not collect this technology and capital levy.
Official plain English statement
Proposition 2 authorizes a capital levy for educational technology and capital improvements to maintain student learning and improve student and staff safety and security. Proposition 2 will address the existing condition of educational technology equipment, infrastructure and systems and aging and educationally outdated school facilities. The capital levy will fund: (1) cybersecurity protections and systems that protect student and staff data; (2) reliable internet, wireless networks and technology infrastructure that support teaching and learning; (3) student and staff devices, classroom technology and instructional software; (4) educator and staff training and support to implement technology improvements; and (5) other technology improvements and upgrades districtwide. The capital levy will also fund districtwide capital improvements to support the construction, modernization and remodeling of schools and facilities. More information is available at highlineschools.org/bondandlevy. The proposed four-year levy would authorize collection of $12,000,000 in each of the years 2027 through 2030. The levy rate per $1,000 of assessed value required to produce these amounts is estimated to be $0.36 in 2027, $0.35 in 2028, $0.34 in 2029, and $0.32 in 2030. Exact levy rates will be determined based on actual assessed value at the time of levy. Exemptions from taxes may be available to certain homeowners.
