Will the Town of Winthrop (Town) be authorized to impose an excess tax levy in an amount of Ten Cents ($0.10) per One Thousand Dollars ($1,000.00) of the assessed value of property in the Town for one year in order to prevent the impairment of emergency medical care and services, including ambulance services, to be levied by the Town, with collection occurring in 2027?

A “Yes” vote means

Imposes a one-year excess levy of $0.10 per $1,000 in Winthrop, collected in 2027, for emergency medical and ambulance services. Needs 60% approval.

A “No” vote means

The one-year $0.10 per $1,000 EMS levy is not imposed in Winthrop.

Official plain English statement

As allowed by RCW 84.52.052, the Town of Winthrop (Town) proposes a one-year excess tax levy for the purpose of preventing the reduction of emergency medical care and services, including preventing the reduction of ambulance services, due to rising costs associated with increased call volumes and rising costs of personnel and equipment. If approved, this measure would impose an excess property tax levy of ten cents ($0.10) per one thousand dollars ($1,000.00) assessed valuation within the Town. This excess levy would be collected in 2027 for a term of one (1) year. The tax revenues collected from this levy are required to be used exclusively for operations and maintenance costs associated with emergency medical care and services and ambulance services within the Town. This includes funding related personnel costs, equipment, supplies, vehicles, and structures necessary to maintain and assure the continuation of such services. Aero Methow Rescue Service is the current contracted provider of such services located in the Town. The proposition requires 60% supermajority approval and specific voter turnout conditions as described in Article VII, Section 2(a) of the Washington State Constitution to be enacted.
