The Pierce County Charter Review Commission proposed an amendment to Section 6.35 of the Pierce County Charter concerning a four-year budget outlook. If approved, this amendment will require the Chief Financial Officer to prepare a four-year budget outlook for the next and succeeding biennial budgets. The outlook shall establish that projected expenditures will not exceed projected available funds. Should this proposed Charter amendment be:

A “Yes” vote means

The Chief Financial Officer must prepare a four-year budget outlook showing projected spending will not exceed projected available funds.

A “No” vote means

The Charter adds no four-year budget outlook requirement.

Charter Amendment No. 56 establishes a new section in the Pierce County Charter that requires the Chief Financial Officer to prepare a four-year budget outlook for the next and succeeding biennial budgets. The outlook shall establish that projected expenditures under the budget will not exceed projected available funds over the forecast period. The outlook shall include revenues, expenditures, reserves, fund balances, and other information necessary to demonstrate the financial condition of the Current Expense Fund.
