The Pierce County Charter Review Commission proposed an amendment to Section 9.70 of the Pierce County Charter creating a Juvenile Detention Advocate Office. If approved, this amendment will create a Juvenile Detention Advocate Office to respond to complaints, monitor conditions and comply with regulations. Pierce County Juvenile Detention will be subject to an independent audit or accreditation review at least once every five years Should this proposed Charter amendment be:

A “Yes” vote means

The Charter creates a Juvenile Detention Advocate Office to take complaints and monitor conditions, and requires an independent audit or accreditation review at least every five years.

A “No” vote means

No Juvenile Detention Advocate Office or five-year independent review is added to the Charter.

Official plain English statement

Charter Amendment No. 58 establishes a new section in the Pierce County Charter that creates a Juvenile Detention Advocate Office within Pierce County Juvenile Detention. The Office shall be available to juvenile detainees and their families to receive and respond to complaints, monitor conditions, and comply with regulations governing mandatory reporters. The Office shall contribute to annual publications by the Superior Court regarding the operation of Juvenile Court Detention. The data provided shall include relevant operational data, including but not limited to the use of force, room confinement, staff training, policy and procedures compliance, the function and activities of the Office, and facility population characteristics. Additionally, Pierce County Juvenile Detention shall be subject to an independent audit or accreditation review by a nationally or state-recognized juvenile detention audit or accreditation authority at least once every five years.
