City of Everett Proposition No. 262 Amendment to Everett City Charter Section 3.2 The amendment to Section 3.2 would require the City to have at least two council meetings per month and at least 36 meetings per year; require the City to publish a schedule of those meetings every year in January and revise the procedures for determining who will preside over meetings when the Council President is absent. Should this amendment to the Everett City Charter be enacted into law?
A “Yes” vote means
The minimum number of council meetings would change from 48 to 36 a year (at least two a month), with a schedule published each January and new rules on who presides.
A “No” vote means
The charter would keep its current 48-meeting minimum and current rules on presiding over meetings.
Official plain English statement
The City of Everett's Charter requires the City to have a Charter Review Committee to review the City Charter every 10 years to make recommendations to the City Council for proposed amendments. The Council can adopt those suggestions or modify those suggestions and have then proposed amendments placed on the ballot or reject the Committee's suggestions. Proposition 262 would make two substantive changes, one recommended by the Committee, and one added by the Council. First, it would enact the Charter Committee's recommendation to change the minimum number of required annual council meetings from 48 to 36 with at least two meetings per month and require the City to publish a schedule of the meetings every January. Second, it would authorize the Council Vice-President to preside over Council Meetings in the President's absence and authorize the Council President to appoint another Councilmember to preside in the absence of the Council President and Vice-President.
