Proposition No. 2 Stevens County Rural Library District Levy Lift For Library Services The Stevens County Rural Library District Board of Trustees adopted Resolution No. 02-2026 concerning its regular property tax levy. This proposition would authorize the District to restore its regular property tax levy rate from $0.27 to $0.44 per $1,000 of assessed value for collection in 2027 to provide continued funding for normal operation and maintenance of public libraries and library services. Thereafter, such levy amount would be used to compute limitations for subsequent year levies as authorized by chapter 84.55 RCW. Should this proposition be approved:

A “Yes” vote means

The Stevens County Rural Library District raises its property tax levy from $0.27 to $0.44 per $1,000 of assessed value for collection in 2027, the base for later years' limits.

A “No” vote means

The library district's levy stays under its current limit (about $0.27 per $1,000 of assessed value).

Proposition No. 2 - Levy Lift For Library Services Stevens County Rural Library District (the "District") proposes a levy lid lift to increase its levy rate from $0.27 to $0.44 per $1,000 of assessed valuation in 2026 for collection in 2027. This proposed rate remains lower than the $0.50 per $1,000 of assessed valuation voters approved when the District was established in 199. If approved, this resulting levy amount will be used to calculate subsequent levy limits as provided by chapter 84.55 RCW. The District anticipates this reset will sustain the operation of its seven libraries for approximately ten years, funding expanded hours of operation, staffing, programs and materials. The Board of Trustees has determined this measure is necessary to maintain effective services, staffing, collections, and facilities maintenance in response to rising operating costs.
